Eagle's Off Leash Laws: What the 2024 Ordinance Update Actually Changed

The April 2024 ordinance update wasn't a tweak. It was a full rewrite. The previous code was vague, and the new one is specific and enforceable.

The biggest change is the definition of "at large." Under the new ordinance, a dog is at large if it is not on a leash AND not at a dog park AND not immediately responsive to verbal or non-verbal commands. There's a narrow exception for highly trained hunting and working dogs with demonstrated voice control, but for the vast majority of Eagle dog parents, this means the leash stays on outside of designated off-leash areas.

The Boise River Greenbelt is specifically called out. It's a daily-use corridor for Eagle neighbors and an active enforcement zone. Off-leash citations on the Greenbelt are real and they do happen.

  • Fence maintenance. Owners are responsible for keeping their dogs contained. Citations can be issued if a dog escapes repeatedly and is found at large.

  • Restrictions: No aggressive dogs. Children under 13 must be supervised by an adult.

This is Eagle's main off-leash option, and it's a real one, but the unfenced layout means your dog needs reliable recall. The voice control requirement is enforced, and the leash goes back on the moment you step outside the boundary.

Eagle Island runs a designated off-leash pilot program with off-leash trails and a dedicated off-leash area. The current map is on the state park website. Owners must demonstrate control. Your dog cannot disturb other visitors or wildlife.

It's worth knowing that state law generally requires leashes at Idaho state parks. The off-leash areas at Eagle Island are a designated exception, not the default.
